Yes, it is perfectly permissible to touch and read this book during postnatal bleeding or menstruation, as the restrictions on touching books specifically apply to the Mushaf or the physical Arabic-only text of the Quran.

This book does contain Arabic verses of the Qur’an and the Arabic names of Allah, but because this constitutes a minority of the whole book and it is meant to be a work of guidance, scholars agree that it does not carry the same legal rulings as the Mushaf.
